Michigan families lose as U.S. Senate fails to extend enhanced premium tax credits

Lansing—The Michigan League for Public Policy has issued the following statement on the U.S. Senate’s failure to address the steep spikes in health care coverage costs that millions of Americans will face next year if Congress does not preserve the Premium Tax Credit (PTC) enhancements under the Affordable Care Act (ACA). The statement can be attributed to League President and CEO Monique Stanton.

“The Senate had an opportunity today to do what’s right to make health care affordable for millions of workers and families. A sensible bill to extend the credits was on the table, but Republicans rejected it, instead putting forth a short-sighted and incomplete plan to create Health Savings Accounts. Fortunately, their proposed plan was also voted down, but we want to make clear that we reject any plan that uses HSAs as a replacement. The proposed accounts would not offset the costs that families will be met with on Jan. 1 when premiums spike. And spike they will, with many being forced to reduce or completely drop their coverage when the credits expire.

“We hope leaders will continue to reject plans like this, which will further exacerbate the extreme wealth inequalities that exist in our country today. HSAs largely benefit higher-income households and do little to nothing for families who will be hit hardest by the elimination of the PTC enhancements. Just 4% of national HSA contributions in 2023 were made by people with incomes below $50,000. That’s because you need a decent amount of disposable income to contribute to HSAs and must have a high-deductible plan with high out-of-pocket costs.

“We do want to express gratitude to Sen. Elissa Slotkin and Sen. Gary Peters, who once again stood up for the health and well-being of Michiganders. Sadly, many leaders in the United States have forgotten their responsibilities to the people they serve.

“The bottom line is that too many in the U.S. Senate opted to make health care unaffordable for millions today. It’s time for them to stop playing politics with people’s health and extend the credits permanently.”
