BACKGROUND: The League has worked tirelessly to first prevent a Medicaid work requirements policy from happening, and since the passage of Healthy Michigan Plan work requirements last summer, to limit the adverse impact on people’s healthcare as much as possible. The League also focused on protecting Medicaid and healthcare in its policy agenda, The Owner’s Manual for Michigan, as well as in our recommendations for the 2020 state budget. We continue to fight with allies to limit the damage done by this policy, and we applaud Gov. Whitmer for raising concerns about the law. As we closely follow the implementation of the law, which is set to begin in 2020, we will keep you informed every step of the way. Here’s the latest:
In September 2019, Indiana residents enrolled in Medicaid filed the fourth federal lawsuit challenging Medicaid work requirements. Earlier this year, a U.S. district judge struck down Medicaid work requirements in Kentucky, Arkansas, and New Hampshire. These rulings could lead to a similar outcome for Healthy Michigan Plan work requirements—and should at least give state lawmakers pause—before the work requirements take effect in 2020.
