Michigan League for Public Policy Highlights Medicaid’s Value and Warns of Potential Harm from Cuts

LANSING, Mich. – Medicaid is a lifeline for more than 2.5 million Michiganders, providing essential health coverage for children, expectant families, seniors, and people with disabilities. Today, the Michigan League for Public Policy is releasing new fact sheets detailing Medicaid’s impact in each of Michigan’s 13 Congressional Districts, illustrating just how many people would be at risk if Medicaid benefits were cut.

“Medicaid is not just a safety net for Michigan’s most vulnerable residents—it’s a vital resource that supports people from all walks of life across Michigan,” said Monique Stanton, President and CEO of the Michigan League for Public Policy. “It helps kids get well-child visits, ensures expectant mothers receive proper prenatal care, and enables seniors to access long-term services and supports. Cutting Medicaid would have devastating consequences for our families, our communities, and our economy.”

Medicaid and the Children’s Health Insurance Program (CHIP) provide free or low-cost health coverage to nearly 1 in 4 Michiganders. Medicaid expansion, implemented in Michigan in 2014, has improved health outcomes, strengthened hospitals and healthcare providers, and helped reduce racial disparities in healthcare access. Federal funding covers approximately 76% of Michigan’s Medicaid costs, making it a crucial investment in public health.

Medicaid is the single largest payer for long-term care, maternity care, and mental health care. While covered benefits vary by state and Medicaid program, Michigan Medicaid generally includes:

  • Preventive Care: Well-child visits, immunizations, screenings, and early detection services.
  • Women’s and Maternal Healthcare: OBGYN services, prenatal care, labor and delivery, and postpartum services.
  • Hospital and Emergency Services: Inpatient and outpatient care, emergency room visits, and urgent care services.
  • Laboratory Tests, X-rays, and Medical Supplies: Diagnostic tests, imaging, and medical supplies.
  • Vision, Hearing, and Speech Services: Eye exams, glasses, hearing aids, and speech therapy.
  • Dental and Oral Healthcare: Routine exams, cleanings, and necessary dental treatments.
  • Pharmacy: Prescription medications and some over-the-counter drugs.
  • Behavioral Healthcare: Therapy, counseling, substance use disorder treatment, and developmental disability services.
  • Long-term Services and Supports: Nursing home care and home- and community-based services, including MIChoice and the Program for All-Inclusive Care for the Elderly (PACE).

“Medicaid matters because it prevents medical debt, supports working families, and helps people get the care they need before health issues become more severe and costly,” Stanton said. “Cuts to Medicaid would not only hurt individuals but also strain hospitals, particularly in rural areas, and weaken Michigan’s economy.”

The League’s newly released fact sheets provide district-level data on Medicaid’s role in keeping Michiganders healthy. They highlight the program’s reach, including its coverage of three in five nursing home residents, two in five children, and 38 percent of live births in Michigan.

“Policymakers need to understand that Medicaid is not expendable—it’s essential,” Stanton added. “We urge lawmakers in Washington to protect and strengthen Medicaid rather than put the health and well-being of millions at risk.”
