League applauds passage of legislation that will expand lead testing to all toddlers in Michigan

LANSING—The Michigan League for Public Policy is joining fellow members of the Michigan Alliance for Lead Safe Homes in applauding the Michigan Legislature’s passage of Senate Bill 31 and House Bill 4200, which will expand lead testing to all toddlers in Michigan.

This legislation would incorporate two lead tests into the checkup routines of all children in Michigan–an important preventative screening that, under current state law, is only required for children on Medicaid. The League issued the following statement today in response to the passage of this legislation, which can be attributed to League President and CEO Monique Stanton.

“Yesterday, Michigan took a monumental step forward in eradicating lead poisoning in our state’s youngest residents. Universal lead testing will result in early detection, treatment and follow-up testing for thousands more children in Michigan, resulting in improved health outcomes for those who are exposed to this toxic metal.

We know that lead poisoning is still very much an issue in our mitten state, especially given that 70% of Michigan homes were built prior to 1978 when lead paint was banned. We also know that lead exposure can seriously harm a child’s health–resulting in slowed development and damage to the brain and nervous system–and that the approximately 4,000 children diagnosed with lead poisoning each year in Michigan is likely an undercount. Through universal lead testing and early interventions, we can ensure that all children in our state have a chance to stay healthy and thrive at home, in school and later on in life.

Universal lead testing will also help to advance health equity and address racial disparities in lead poisoning, with data showing that a significantly larger percentage of children of color have elevated blood lead levels in the U.S. Due to our nation’s history of discriminatory housing policies, children of color have sadly had to bear the brunt of environmental pollution, including lead hazards in homes, and, therefore, have a disproportionate risk of lead exposure.

These lead testing bills are the culmination of years of hard-fought advocacy by parents, healthcare workers and a number of organizations and alliances across our state, including the Michigan Alliance for Lead Safe Homes. The League is honored to be a member of this alliance and is joining the other 184 members in applauding the sponsors of these bills–Sen. John Cherry and Rep. Helena Scott–and the other state lawmakers who voted to move this important, transformational legislation forward for the health and well-being of our young ones.”
