…The Michigan Education Association reported that the budget transfers $400 million from the state’s School Aid Fund to higher education, a fund traditionally used for K-12 spending (MEA statement, Oct. 9 2025). The union said the shift could limit future K-12 growth and called for a clearer separation between school and college budgets.

The Michigan League for Public Policy also warned that the change “blurs the distinction between education sectors” and complicates evaluating whether the state is meeting its K-12 obligations (MLPP Budget Commentary, Oct. 2025).
