League praises Senate passage of bills to improve Michigan’s unemployment insurance program

Bill package includes an increase in the maximum number of weeks of payment, a boost to the maximum benefit payment and more

LANSING—The Michigan League for Public Policy issued the following statement on the passage of Senate Bills 40, 962 and 975, which will make some much-needed improvements to Michigan’s unemployment insurance program, including an increase in the maximum number of weeks of payment, a boost to the maximum benefit payment, a reinstatement of disqualification exemptions for domestic violence victims, expanded shared-work opportunities and increased access to financial hardship waivers. The statement below can be attributed to League President and CEO Monique Stanton.

“We applaud the Michigan Senate for taking a strong step forward in improving and modernizing Michigan’s unemployment insurance program with the passage of these bills. The increase to the maximum benefit payment and an extension of the maximum benefit period from 20 to 26 weeks, in particular, are improvements that the League and its partners have championed for a long time. 

“Today’s passage includes a boost to the maximum benefit payment—the first increase in over 20 years. The current payment, at just $362 per week, hasn’t kept up with inflation and isn’t enough to cover the cost of housing and basic necessities—this increase will allow workers to make ends meet as they search for employment.

“The extension from 20 to 26 weeks means Michiganders living in areas where jobs aren’t as abundant will have some extra breathing room to find the best work opportunities available to them, including workers living in rural areas, areas with seasonal tourism and communities with high poverty levels. The extension will also bring Michigan up to speed with the 40 states, plus the District of Columbia, that already provide 26 weeks of benefits or more.

“Data has shown that people don’t stay on unemployment by choice and that Michiganders often get back into the workforce as soon as possible. But the limiting factors of geography and timing can make job searches much more difficult for some individuals. The economic security of Michigan families will undoubtedly be strengthened by this legislation as it will mitigate the stringent time constraints that all too often force workers into hastily taking jobs that don’t pay well and offer very little in benefits.

“We also look forward to many of the other improvements that will be made to the state’s unemployment insurance program as a result of this legislation, including the stronger support for people facing significant financial hardship. The increased access to financial hardship waivers will be especially important for women and people of color in our state who have faced greater barriers in both securing employment and receiving unemployment benefits.

“We hope to see swift passage of this legislation in the House and look forward to celebrating when the governor signs the bills into law.”
