Gov. Whitmer outlines fruits of bipartisan collaboration, tees up Michigan EITC as next potential win

LANSINGThe Michigan League for Public Policy issued the following statement on Gov. Gretchen Whitmer’s 2022 State of the State address tonight. It can be attributed to League President and CEO Monique Stanton.

“Shared power means shared responsibility and shared credit. As the leader of our state, the accomplishments Gov. Whitmer outlined tonight are not just her accomplishments—they are our accomplishments. These wins equally belong to all Michigan residents, policy advocates and partners, and legislators from both sides of the aisle, and they are shining examples of what our lawmakers and the people of Michigan can accomplish when we work together.

“Though things feel pretty contentious right now, tonight, the governor listed out a litany of victories that she and the Republican-led Legislature were cooperatively able to achieve. A historic, $1.4 billion investment in child care will help kids, parents, child care providers and businesses. Investment in Michigan Reconnect and Futures for Frontliners to help workers 25 and older go back to school or learn a trade and make a better wage. The expungement law that offers thousands of Michiganders a clean slate and opens more doors to opportunity. And expanding the state EITC provides another ripe opportunity for legislators and the governor to combine their efforts for the common good.

“As policymakers look for productive, proven solutions to address the financial challenges facing Michigan workers and families, improving the state EITC should be near the top of the list. Increasing the Michigan EITC will directly help nearly 750,000 households make ends meet while getting spent at local businesses on immediate expenses like utility bills, groceries, clothing and school supplies for kids, car repairs and more. This one-two punch of economic impact bumps up everyone’s bottom line and benefits every corner of the state.”

The Michigan League for Public Policy has worked closely with Gov. Whitmer and the Legislature on a number of big policy wins over the last few years, including the $1.4 billion investment in child care, the Clean Slate criminal justice reform, adult education programs like Futures for Frontliners and Michigan Reconnect and more.

The League has also been a major champion for increasing the Michigan Earned Income Tax Credit (EITC), as the governor will be proposing tonight. The League supported the state EITC’s creation in 2006, we worked to save the state credit in 2011, and we have been fighting ever since to restore and expand the Michigan EITC from the drastic cut in 2011. Using the most recent tax data available, the League has also compiled state and county fact sheets on the benefits of Michigan EITC–and the uptick in impact on local households and businesses of restoring it to 20% of the federal credit.
