League opposes House resolution that attacks basic human rights and undermines local control

House Resolution 19 will make it harder for Michigan communities to provide for their residents

LANSING—The Michigan League for Public Policy strongly opposes House Resolution 19, which was passed by the Michigan House this afternoon. The statement below can be attributed to League President and CEO Monique Stanton. 

“We are strongly opposed to House Resolution 19, as it is extremely dangerous and short-sighted. It is a solution in search of a problem. All it does is stoke fear and encourage discrimination and hateful rhetoric about our immigrant neighbors while undermining local control and making it harder for communities to provide for their residents.  

“There are over 725,000 immigrants who call Michigan home. These are Michiganders who work in our businesses, are small business owners, care for or teach our children, and are friends with our kids at school. They have helped create vibrant communities and grow Michigan’s population and state economy. Instead of celebrating the diversity of our state, this resolution will divide our communities and mark our state with extreme, anti-immigrant bias at a time when federal actions have already caused so much stress and fear among our immigrant residents.

“House Resolution 19 will only encourage blatant bias by going after municipalities with so-called “sanctuary” policies — a term that has no legal definition and does nothing to impede upon federal immigration enforcement measures. It would simply penalize communities that have chosen to put their community members first by implementing policies that lawfully protect the constitutional rights of all of their residents, including their immigrant residents. Municipalities should be able to create policies that work best for their communities without fear of penalties, including prioritizing local law enforcement to investigate and resolve local issues, such as domestic violence, traffic collisions, and thefts, and ensuring their residents feel safe and welcomed and can contribute to a robust economy. 

“While the resolution is only technically binding on the House, it binds the hands of both the Senate and the administration to comply with something they do not have a say in. The resolution provides no ability for negotiations or compromise, which is a routine part of our state budget process. This unnecessarily creates political and policy tensions that ultimately put at risk the state’s ability to pass its annual budget, and, with it, support for our K-12 and college students, healthcare access for Michiganders, safe food and drinking water, and affordable housing, among other essential public services.

“House Resolution 19 will do nothing to make our communities stronger or safer. Instead, it will cause further irreparable harm to our immigrant residents and place undue burdens on local municipalities, which will impede their ability to provide critical services to all of their community members.”
