League applauds passage of bills that will implement statewide source-of-income protections for tenants

Legislation will prohibit all Michigan landlords with five or more units from discriminating against renters based on their source of income 

LANSING—The Michigan League for Public Policy issued the following statement on the Michigan Legislature’s passage of Senate Bills 205-207 and House Bills 4062-4063, which will protect tenants from discrimination by landlords based on their source of income. For far too long, discrimination by landlords has limited the effectiveness of Housing Choice Vouchers (HCVs) and other non-wage sources of income, such as social security and veteran’s benefits, for families in need of safe, affordable housing. These bills will prohibit all Michigan landlords with five or more units from rejecting tenants based on their source of income. Additionally, the bills will allow tenants to seek relief or damages if they suffer a loss due to a landlord’s source-of-income discrimination. The statement below can be attributed to Monique Stanton, president and CEO of the Michigan League for Public Policy.

“People think of housing discrimination as being only a part of our history, but it’s very much alive and well when landlords can turn potential tenants away from safe and affordable housing based solely on the way they plan to pay their rent. We applaud the Michigan Legislature for passing this legislation, which will effectively tear down unjust housing barriers for families with low incomes, resulting in brighter futures for our state’s kids.

“All children deserve to grow up in healthy, stable living environments that support not only their development and well-being, but also their success in school. Housing Choice Vouchers and other non-wage sources of income can help to improve outcomes for Michigan’s youngest residents, but only if landlords are willing to take them. 

“With HCV rejection rates shown to be highest in more affluent neighborhoods, it’s clear that a lack of statewide regulations on source-of-income discrimination has made it difficult for families with low incomes to secure housing in areas with higher-performing schools and fewer  environmental threats. With these new, much-needed statewide regulations in place, we can ensure that more Michigan families are able to raise their kids in environments where they can grow up strong and be successful later on in life. 

“We look forward to further celebration when the governor signs this legislation into law and we’re so thankful for the many lawmakers and advocacy partners who were a part of the effort to get these bills across the finish line.”
